Members present: Susan Goodwin, Linda Murray, Marc Martin, John Russell, Jim McDevitt, Becky Bartlett, Kathy Barnard

Susan Goodwin called the virtual meeting to order at 4:30 PM.

The August 14, 2020 meeting minutes were reviewed.  John made a motion to approve the minutes as presented and Marc seconded the motion. All members present voted in favor of approving the minutes by roll call vote.

The Acceptance of the NH DES Grant for Milfoil Control in 2021 was discussed.
The grant award is as follows:
    Herbicide treatment – up to $3,178 from the State; total cost - $7,944 to chemically treat the 1.5-acre frog pond by SOLitude Lake Management.
    Diver/DASH – up to $8,000 from the State; total cost - $20,000 for 10 days.
    TOTAL grant - $11,178
AE Commercial Diving Services has been awarded the bid at a cost of $2,000/day.
There is no need for any chemical treatment in Back Bay or Lake Wentworth in 2021.
Kathy made a motion to recommend to the Board of Selectmen the acceptance of the NHDES 2021 grant and Jim seconded the motion. All members present voted by roll call vote in favor of the motion, except Linda who abstained.
This issue will be considered by the Board of Selectmen at the 2/3/2021 BOS meeting.

Linda gave an update on the Milfoil Joint Board actions. The Joint Board has sold the DASH unit for $8,000 since it has not been used for two years. After the sale, the Joint Board had a total of $34,000 in its account.  The Joint Board, which consists of Wolfeboro and Tuftonboro members, decided to divide the assets between the two Towns ($17,000/ Town).  There will be an article (Article 25) on the Town Warrant to place $17,000 in the Milfoil Eradication Public Expendable Trust Fund for the future purposes of milfoil eradication in water bodies in Wolfeboro.  The funds will be under the custody of the Trustees of Trust Funds.

Linda also made the committee members aware of Article 24 which will establish a water resources non-capital reserve fund of $50,000 for the purpose of watershed management planning.

Linda and Kathy brought the committee members up to date on the activities of the Wolfeboro Waters Committee.  The Committee is starting the process of preparing a watershed management plan for the greater Wolfeboro Bay area, which will include Back Bay.  A watershed management plan for Winter Harbor was completed in the fall of 2020.

There was a discussion about a $565 donation for the milfoil control efforts from Saw Mill Marina. It was suggested these funds be placed in a private Milfoil Eradication Fund to make certain the funds are used for milfoil control activities. Linda will discuss this issue with the Town’s Finance Director.
A motion was made by Marc and seconded by Becky to create this fund. All members present voted by roll call vote in favor of the motion.

A motion was made by John and seconded by Kathy to adjourn the meeting. All members supported the motion.
