RFP-Ambulance Service Evaluation
BACKGROUND: The Town of Wolfeboro has contracted with a private company for 911 Ambulance Services for many years. In the Spring of 2023, the Town of Wolfeboro issued an RFP for 911 Ambulance Services where two (2) providers submitted proposals. These proposals prompted staff to conduct an evaluation for Fire-Based 911 Ambulance Services. The Fire- Based 911 Ambulance Services finding of: estimated start-up capital costs, increased staffing costs/and levels, and estimated revenues were compared to New Hampshire communities of somewhat similar demographics. This data was formulated based on Fire-Based 911 Ambulance Services beginning January 1, 2025. The Wolfeboro Board of Selectmen has requested an independent evaluation of the proposed Fire-Based 911 Ambulance Services in comparison to contracted services for the purposes of determining which is the most feasible option for the Town of Wolfeboro, its taxpayer, and the future.
PROJECT GOAL: The goal is to have a qualified professional research, study, analyze and develop potential recommendations for the future of 911 Ambulance Transport Services in Wolfeboro, NH. A professional would review the current 911 Ambulance Transport Services system running in the Town and perform a comparison to a proposed Fire-Based Ambulance Services to make overall structural, financial, and staffing recommendations to the Town.
SCOPE OF PROJECT: The Town of Wolfeboro has created a model for Fire-Based 911 Ambulance Services beginning January 1, 2025. This model outlines estimated capital, operating expenses, and revenues for Fire-Based 911 Ambulance Services through December 31, 2027. The analysis of our proposed Fire-Based 911 Ambulance Transport Services should include an evaluation of: start-up/ongoing capital assets cost, staffing costs, scheduling, collection rates and methods, billing rates, call volume, and any other analysis that would be deemed appropriate to achieve the goal of determining the best option for 911 Ambulance Transport Services for the Town of Wolfeboro. This data would be analyzed and recommendations to provide Fire-Based 911 Ambulance Transport Services or maintain a private contracted 911 Ambulance Transport Service.
SPECIFIC DELIVERABLES: Evaluation of proposed Fire-Based 911 Ambulance Services plan with recommendations and/or adjustments. The following specific recommendations are to be made:
Conduct independent feasibility analysis of Fire-Based 911 Ambulance Services as currently developed by the Town of Wolfeboro
Make recommendations for changes to Fire-Based 911 Ambulance Services as proposed by the Town of Wolfeboro.
Determine if Fire-Based 911 Ambulance Services or Contracted Services are the most feasible for the greatest quality of patient care, long-term effectiveness and financial feasibility for the Town/business and taxpayer.
If Fire-Based 911 Ambulance Services is recommended to be the best solution for the Town of Wolfeboro. A recommendation/plan for the transition should be provided
Other recommendations deemed necessary.
Presentation of findings and recommendations to the Wolfeboro Board of Selectmen in Public Session.
During the development any and all recommendations, consideration of changes or future trends in public safety industry standards related to EMS operation requirements should be considered and applied based on State of NH Statues, Administrative Rules and/or National Standards.

The individual or vendor awarded the contract may also be required to execute an agreement on or before June 12, 2024. The request for proposal, instructions, specifications, terms/conditions, and submitted proposal, in their entirety, shall be incorporated into the agreement.

Proposals must be received at the following address by 2:00 PM June 3, 2024, at which time proposals will be opened and read aloud at the Town Hall – Great Hall 84 South Main Street, Wolfeboro, NH 03894.

Terms and Conditions
Bidders are expected to examine the specifications, schedule of delivery, and all instructions. Failure to do so will be at the bidder’s risk.
Each bidder shall furnish the information required for each item as numbered or lettered in the RFP.
The Agreement will be awarded to that responsible bidder whose submittal, conforming to the Request for Proposal, will be most advantageous to the Town of Wolfeboro, price and other factors considered.
The Town of Wolfeboro reserves the right to reject any or all qualifications and to waive informalities and minor irregularities in proposals received, and to accept any portion of or all items proposed if deemed in the best interest of the Town of Wolfeboro to do so.
No submittal shall be withdrawn for a period of one hundred eighty (180) days after the opening of proposals without the consent of the Town of Wolfeboro.
Late or unsigned bids will not be accepted or considered. It is the responsibility of bidder to ensure that the proposal arrives in the office of the Town Manager prior to the time indicated in the “Request for Proposal.”
Any interpretation, correction or change of the Proposal Documents will be made by Addendum. Interpretations, corrections, and changes of the proposal documents made in any other manner will not be binding, and the bidder shall not rely upon such interpretations, corrections, and changes.
