Attendees: Rich Masse; Mike Turner; Peter Goodwin; Pat Tarpey (Executive Director, Lake Winnipesaukee Association); Tavis Austin (Director of Planning and Development, Town of Wolfeboro); Kathy Barnard

The meeting was called to order at 10:00 AM.

The main purpose of the meeting was to continue the Subcommittee’s discussion with Pat Tarpey regarding the proposed development of a watershed management plan for Wolfeboro Bay.

Pat said the appointment of the steering committee is an important first step. She is willing to reach out to the other Towns in the Wolfeboro Bay watershed (Alton, Brookfield, New Durham) to determine if those Towns are interested in participating in this project since they are within the watershed area.
Pat said there are steps the committee can take before all the money is in hand.  The committee can do a preliminary review of municipal ordinances and town residents could start a watershed survey to determine problem areas.  More water quality data is needed from Wolfeboro Bay. The LWA can help get more people to collect data and could assist with a septic system analysis.

Kathy said she could start the review of the municipal ordinances and bring the information to the committee.

Rich said the committee needs to develop a statement regarding the project.  We need to put down in writing what we are proposing.  We need to determine the physical boundaries of the watershed.  Also, we need to discuss how the steering committee will be formed.

Pat said we need representatives from all of the participating Towns.  There should be 12 – 15 members on the steering committee.  She will take the lead coordinating the steering committee.

Pat will send an example of a project description.  Rich will prepare a draft to be circulated with the subcommittee members.  After the subcommittee has agreed on the statement, it will then be reviewed and adopted by the Wolfeboro Waters Committee.

Committee members then discussed possible steering committee members. Dave Ford was mentioned as a member since he has worked on other watershed management plans.  Members of the Wolfeboro Waters committee and the Mitigation and Prevention subcommittee members should be considered.  A representative of the business community should also be a member.
Funding for the project needs to be obtained.  This will probably be a public/private partnership with some funding from each Town. The approximate cost will probably be in excess of $90,000. Private funding will be needed.

Mike and Kathy reported they are moving ahead with the proposed pamphlet.

Kathy reported that she and Pat will be presenting the Moultonborough Bay and Winter Harbor Management Plan to the Board of Selectmen on 2/17/2021. At the end of Pat’s presentation, Kathy will tell the Selectmen that the next step is preparing a watershed management plan for Wolfeboro Bay and that project is at the very beginning stages.
